The Ministry of Economic Development of Azerbaijan and CNIM of France signed a contract in December 2008 for the development and operation of a 500,000 tonne waste to energy facility near the capital city of Baku.
The development of the waste-to-energy facility is one of the components of the Comprehensive Action Plan on the improvement of the ecology of Azerbaijan for the period 2006-2010.
Durango Browne contracted with CQA International to assist the Ministry with the procurement of the WTE facility. The assistance included development of tender documents and draft contracts, review of tenders received, and assistance to the Ministry during detailed contract negotiations with the preferred bidder.
