Jorgen Borch Jacobsen

For the last 18 years he has served as corporate project management specialist and senior project manager for the development of a diverse set of complex infrastructure projects across Europe, Asia and Africa. During this period he focused primarily on project planning, procurement, contract administration, cost and schedule management, quality assurance and control, and risk and claims management. He has also been active in the mentoring and backstopping of project managers, and in assisting infrastructure owners and infrastructure development entities in the implementation of project management and quality management systems and corporate governance systems. Prior to this he served 8 years as general manager and project manager for the Tanzanian and Kenyan offices of major international consultancy companies. He has 40 years of overall professional experience from civil and structural design through tendering, procurement and contract administration for construction works as well as supply, install and commissioning of process plant.

Representative Project Experience

  • Dublin District Heating Project: Project controls advisor for the development of a new urban district heating system that uses waste process heat, Dublin City Council.
  • Dublin Waste to Energy Project: Planning, quality control and risk management advisor to Dublin City Council for the development phase of a 600,000 tonne per annum municipal waste incinerator. The project is being implemented using the design-build-operate-finance methodology.
  • Dublin Biological Projects: Owner side advisor on document controls for procurement of two biological waste treatment facilities, Dublin Regional Authorities.
  • Bulgarian Regional Landfill Projects: Procurement manager for six, EU Phare / ISPA funded, regional waste treatment and landfill projects for the Bulgarian Ministry of Environment and Water.
  • Amagerforbrænding WTE Extension Project: Project manager for the procurement of additional incineration grates, boilers, air pollution control, district heating and electrical take-off equipment to increase the capacity of Copenhagen"s Amagerforbrænding waste to energy facility by 500,000 tonnes.
  • Vilnius District Heating Rehabilitation Project: Project manager for preparation of a feasibility study to underpin a World Bank loan to finance improvements to the district heating system for the City of Vilnius, Lithuania.
  • Coal to Gas conversion project: Owner"s procurement advisor for a project to install coal to gas conversion technology to fire existing boilers in a power generation facility in Poland. Bank Ochrony Srodowiska acted as executing agency, with the World Bank acting as Trustee of grant funds from the Global Environment Trust Fund.
  • Egyptian Pollution Monitoring Project: Procurement specialist for the development of a coastal water and air pollution monitoring system for the Egyptian Agency for Environmental Affairs. The project was funded by Danida and procured in accordance with World Bank procurement and contract guidelines.
  • Angolan Electricity Transmission System Upgrade Project: Development of tender documents for the installation of sub-stations and circuit breakers for a system wide upgrade of the Angolan high voltage electricity distribution network, funded by the World Bank.
  • St. Petersburg Municipal Services Project: Quality manager for an EBRD funded project to assist the City of Saint Petersburg Russia in improving the management of municipal services, including service quality, strategic planning and resource allocation.
  • Energy Efficiency Consultant to the Tyumen Region of the Russian Federation and to Kyrghyzstan for the European Commission"s 1992 Program for Technical Assistance to Commonwealth of Independent States.
  • Elsinore Ferry Terminal Project: Head of quality assurance in Danish State Railways project management team for the development of a Ferry Terminal in Elsinore Denmark including new ferry piers and seafront, terminal and service buildings, access roads and queuing aprons.
  • Ethopian Briquett Facilities: Project Manager for the procurement, installation and commissioning of five plants capable of producing fuel briquettes from agricultural residues. The client was the Ministry of Mines and Energy / Ethiopian Energy Authority / Ethiopian Energy Studies and Research Centre, and the project was funded with World Bank loans.
